Personal Communication Passports were first developed by Sally Millar in 1991 and since then have been widely taken up throughout Scotland, the UK, and beyond, for children and adults with disabilities. Creating a Passport with / for people with communication support needs is nowadays commonly agreed as an indicator of good practice.
